    my laptop battery icon keeps flashing?

    i have a XPS M1710 and the battery icon keeps flashing non stop, even though i have a 100% charge. when the laptop is closed it still flashes, and i don't know why. Do i need a new battery charger? or is it the battery that i need to replace? Please help
