I'd consider two hobos banging tin cans off a wall a rock band if it sounded like rock music. What distinguishes a rock band from any other type of band, say a jazz band, is the style of music that they're playing regardless of what instruments they're playing.

One could, however say the Beatles were underrated musicians in certain genres of music... perhaps they weren't rated highly as a jazz or folk band, but showed some potential using these styles in their body of work... ... in that sense the Beatles can be considered underrated in some way at...
