if it's safe on PSD format, you can edit it but if saved on others like jpeg and gif, you can't. all you can do is to use clone stamp tool to get rid of the text and put the text again.

try installing the adobe flash player directly from the adobe website. if it still doesn't work, try using other browsers to see if it will work on other browsers like chrome, IE, firefox, opera, etc.
my monitor also had the same thing that your monitor had(the flashing green light). the problem is that the computer is using a monitor resolution that it can't handle.
you will probably be able to replace your gpu. but i say that it's very hard because i have read that you have to disassemble almost evrything in your laptop including the mobo. try getting a pro to do it for you.
