on my xv6600 I could REJECT restricted nurabers using the call filter.

outgoing fast busy tone means the switch is rejecting the call for some reason (not provisioned correctly, wrong min/mdn, wrong esn, etc..) what do incoming calls give you, it can help determine the source of the problem.
