Fuel cap or vacuum..sounds like an EVAP code (evaporative emmisions). No this would not cause a no start (high idle or gas smell). And neither would the egr valve (may cause rough idle). Does the engine turn over and not start or does nothing happen when you turn the key to start?

You would think your check engine light should be on if it was the throttle position sensor. You can check all your fuses in cab and under hood. I'm pretty sure 98 doesn't use vacuum or linkage for forced downshifts but check it out. A loose vac hose to transmission of a loose or broken linkage.

I just sold my 88 v6 Dakota because of horrible mileage the odometer was broken so I could never accuratley check it 10 mpg??? nasty. Yeah check the timing, mabey advance it a little. And drop some redline fuel system cleaner in the next tank (whole bottle). May help a little but dont expect too...
