I need to create an image which is strictly vector only.. does using the burn and dodge tools rasterize the image in any way?

I need a strictly vector picture for a project. How can I ensure that everything in the image is vector? Does using any filters make it raster?

I don't remember if it was a firefox add on. Maybe it's the Firebug add on... not sure but when you would have a html section highlighted... you could hover over a section and if it was a color code... the color would be shown... made html coding a lot easier!!!
