    I would say that anything that is not manufactured in your country would be an import. Usually cars from Japan are called imports. Toyota is Japanese so I would say that it is considered to be import.

    I'm not sure if you'll be available to legally drive in USA. You'll have to redo the steering column and whole dash, cause they have steering wheels on right side.

    All-season tires will never match 100% winter tires. There is big difference in grip and traction. If you have around 500 bucks you can get steel wheels with winter tires for winter and when you save up little bit more you can get summer tires to get installed on wheels you currently have...
