if the cable broke at the handle inside the car just cut enough of the cable housing away to expose the remaining cable and pull it with a pair of pliers or reach through the grill with a long pair of pliers and grab the cable their and try to yank it open

Idle air control valve probably has carbon in it needs cleaned or replaced. the cycling is probably a result of the AC compressor kicking on and off. It will do that in defrost mode also. when the compressor kicks on the idle air control valve is supposed to adjust for the extra load so the...
