Bad IVTC, which stands for inverse telecine. IVTC is done to remove duplicated frames from a video. NTSC films are played at 23.976 FPS, but on DVDs and I assume the camera used to record most movies for cams and telesyncs, they are at 29.97 fps, so there are is a duplicate frame for every 4...

I just got a cect quad band touch screen moble phone. I have not recieved yet but it has some pretty good reviews but nothing on the camera aspect of it so we will see.
