Try using the keyboard shortcuts. i.e. W - wand, M - marquee, H - hand, etc. Sometimes this could also happen when you have too many files open and you are running low on memory. Your system could lag or even freeze. Make sure that you have at least 4 GB of ram to run CS4. I recommend 6 - 8 GB...
