I have never had trouble before with cats, but this spring I am finding cat shit all through my garden and cat prints all around it. They have smashed some pepper plants already. What can I do to keep these pests out?

You should be fine as long as you make sure you dig deep enough and get the hole root of the pepper plant, you'll have to remember to dig a larger hole than usual too since the root needs to go down as deep as possible. Try putting some organic fertilizer in the hole before you put the pepper...
