Chargers are awesome. Quick, good looking, mileage. Great aftermarket support. It's probably cheap because it's a base model. Not a ton of options and features. Stay away from the 2.7 v6. It's so slow.

Get an intercooler for your turbo and crank up the boost. On the cheap, I'd take off the heads and hone them out to match the runners and gaskets. You can do that yourself, it only takes a rotary grinder tool and a gasket set. Cut off the resonator and muffler.

You can't live without speakers. MTX subwoofers on ebay, Fosgate or MTX 6x9s, and an MTX amp or 2. Probably 1 if your staying under a G. I could make your face melt off for about $750.

I recommend 1 farad per 500 watts, for optimal output. A 1.5 would be about perfect for you, just make sure it's functional. If it's not helping your headlights, it's not working well.

I beleive you have to remove the stabilizer bar and the washer fluid reservoir. Not a big deal. 2 or 3 bolts, no mechanic stuff. Just unscrew stuff, remove, replace. Done.

I'd go with someone other than GM performance, like SLP, Magnaflow, or Borla. It is illegal to void a warranty for a cat back exhaust system, so go with the one you really want to pay for. Don't let the dealer tell you that you have to get it.

If low trac is coming on under normal driving conditions while your not accelerating, it may be a bad wheel speed sensor or wire. If it comes on during acceleration, especially during rain/snow, it is your traction control working properly.
