Yes the air filter is located in the plastic box on top of the engine or next to it. It's held together with clips or 8mm head bolts. If it has bolts you'll need an 8mm, or 5/16 inch (same thing) nut driver. Open it up, swap the new filter in and close it.

Either the IAC is sticking, or it's just operating as designed... 993cc is a tiny motor and sometimes they have to do weird stuff like that just to make it drivable in certain conditions.
