Yes it's very possible it could be a blow fuse. Just check your fuses and see if they are blown. Sounds like it's a fuse to me. Especially if its both.

Fill it up and if it doesn't do it then it's gas related. Maybe your gas gauge isn't working correctly and it's really lower than it says. Or it could be a plugged fuel filter

As long as you both make sure she takes the pill that day.. you can never be so sure though some people get pregnant while using birth control. But if you really don't want to use a condom you can always buy a morning after pill for the morning, just to be extra careful.

Brakes pretty much any backyard mechanic can do. Try and talk to some people you know and get a good reliable person who can do it for you. They won't charge but maybe 20-40 dollars. Or look at craigslist.org and check in your city for any backyard mechanics looking for work.
