    be tried in military court? Did we all forget that the 9-11 terrorists attacked military targets? They clearly were engaging in an act of war, so why are we trying them in civilian court?

    Because he has yet to define how it will be paid. Unless he is just going to print money he will have to raise taxes. It's common sense.
