    are chain letters like this on cellphone illegal?

    the ones that people send using someones picture and say " oh hi my name is so and so and i was raped and killed i will haunt you if you dont send this " etc? can they get in trouble for using someones fake picture. i get them on my phone from some of my contacts.

    i know there is a way to do it using a memory card and windows movie maker . but i need to know what edition movie maker i need i have windows xp so if anyone knows how to make your own please put a video link or explain to me please thank you!
