Has the bike been stood for a while? Petrol goes off in a couple of months nowadays.
Is there a fat blue spark at the plugs?
When you take the plugs out after spinning the starter, are the plugs wet with petrol?
1 Oil sump washers are usually not replaced unless damaged or deformed.(Haynes manual) Not sure what the size is.
2 Personally I wouldn't bother, unless it is so bad that it risks rotting through to the interior. Clean it up with a brass brush & polish, see what it looks like then.
Would not think you will have any problems. A mate of mine had one of the first in the UK, & he was about your build & height.
Early XS750's did have some problems, but apparently the later 750 & 850 motors fit in easily. Hope this helps.

Sounds like it is the flasher relay to me - if they come on when doing the alarm it obviously aint bulbs or wiring.
Tho' alarms can cause all sortsa probs...
