If this chicken is completely thawed, you should not need to cook them longer than 35 minutes. If they're still not cooked then your oven dial is not reading the right temperature. It says it is hotter by about 50 degrees than it really is.

It sounds like you'd need to finish it up under the broiler for about 3-5 minutes at the end of cooking time, to cook the top part - for some reason the top of it isn't cooking. That's what I'd do - sounds like something might be wrong with your oven (?) like maybe the top broiler element?
