Apparently, Telus will text you about your usage (its an option i think). You can also look in your settings under usage about how much you've used. When a month has passed (or whenever your data cap is renewed, idk when im not on telus.) just reset the stats on there.
Sounds like a problem in the root system files of your iPhone, so you will probably have to restore your phone. I wouldnt bother calling Apple since they will tell you that you will need to restore it and/or contact the app developer for assistance. I do recommend contacting the app developer...
