sounds like you either do not have a ground connection or the starter solenoid is not operating right, check you ground connection and check the starter solenoid. If it is the starter solenoid you should be able to tap it and get it to work, if not I would replace that.

Sounds like a problem with the low speed jet, also the carbs may need to be sycronized. Getting the carbs syncronized will tell alot.

if the battery is pretty new then you should not need a new battery, just a good slow charge. also you can get a battery tender for around 35 or so.
