    It could be ammonia poisoning. High ammonia concentration causes fish to stay at the bottom or at the top breathing for air. Your ammonia levels should be zero.

    No need to clean out the tank. Get medication to treat it. The cause of it could be stress or poor water quality. Get the water tested and make plenty of water changes.
