you can take online courses anytime you want i believe, just google online photography course and in some places you can do it as a GCSE through high school.

try shots of rain dripping of things, try some moody style photos, maybe try get someone to model for you and sit in the rain and try get a photography of them sitting down in the rain (from behind perhaps) try some slow shutter speeds to get rain movement. good luck.
