GIMP (google it) is free and quite powerful. Last time I used it, it was slightly buggy, but still very usable. IrfanView is also free and very stable. It's great for brightness, color adjustments, resizing, cropping, etc. But it's a bit clunky in the *selection* department (eg, red-eye fixes...
