    The Sportster line of HD is the best for smaller build people. They have one in particular called the Sportster Low which has a lower seat height. Possibly a Softtail also, but I would say go to a dealer to sit on them and feel how well they fit you.

    If I were you, I'd look at the Ninja 650R or 650ER. Tjey are also great beginner bikes, but with more size and power. The 250 is a perfect bike to learn on and for smaller people, but you will eventually trade it in.
