Why don't you call them and ask instead of posting a question here No one knows the shop you had it done or their policies If it's a respectable company and they appreciate their work and reputation they will probably fix the bubble

If you're timing belt snapped then ya that sounds about right because it probably bent valves in your engine and requires a rebuild If it's just to replace the time belt (which usually you replace the water pump then as well) then ya that is very high that should be about a 500 dollar job tops
