Did you remove any straps holding it on? And check all the way around for bolts or if its been soldered on? If you did that then maybe its just a sealent holding it to the pipe. A little more elbow grease?
Those are little too big. They will probably rub the wheel well when you turn or go over a bump they will hit the top of the well. Besides rubbing your tires down in wierd spots it could cause your shocks/frame to slam down too hard, being that there is no room for the tires to cushion the ride...

You have to explain - it wont start. Wont even make a noise? or it just makes that grinding noise and never catches. Could be the battery, or the alternator, or the timing belt or the starter itself.
Probably around 20,000+ but that really depends on your area, what all it has in it etc. Could pay a little more if it has good wheels, rims, 4 wheel drive? Leather interior? power everything? All that makes a big difference.
Well, you have a very small dog, so it could give him/her a stomach ache or indigestion problems. I have given my dog some fish food just because he was so curious, it doesn't do anything.
