A bunch of old men in exile in Babylon, based on an oral tradition. That goes for pretty much all of the older Jewish scriptures (those that are older than the books of the prophets). All of the books have been changed so much over their history though that it's hard to say who wrote what and when.

Anyway, there is no formal cosmology in Christianity. The Bible appears to imply a flat earth/firmament type cosmology, but it doesn't come right out and say it.
There is no Islamic or Christian "cosmology" as such. A literal reading of their respective books appears to indicate they (the authors) thought the world was flat and the sky was a firm dome above it.
