in CA unemployment is ~12% and that doesn't include people who have just given up looking for work (like HS kiRAB or people who just retired early). I even know a few people who got good severances and are choosing not to collect unemployment until it runs out. 26 weeks isn't a long time out...
You need to call customer service, and have them provision the account for web. Just explain to them about the $5 message, and they will tell you they are refreshing the account. A few minutes later you should be good to go as long as the customer service agent does their job. It's not uncommon...
