youth for understanding scholarships to japan easy to get ?

ok i'm 15 years old and i'm finishing my sophomore year and i want to do a student exchange to japan i was looking in youth for understanding i looks like a good place but i'm applying only for scholarship and i was reading that you need to be a us citizen i am a resident i was born in peru and came to live here in the usa when i was 12 i don't know if i can apply i will love to go to japan my gpa is from 3.6 to 4.0 i speak english and spanish and learning japanese i don't know what to do if i should pay the application fee of 75$ and i need scholarships because both of my parents don't work and i want to go to japan so bad
