Your thoughts on health care in the future...?

Lets say universal health care passes. They would start trying to find cures!!!!! It's a known fact insurance companies push for treatments.
My question; If we are paying for our health care system, wouldn't it be cheaper for us to find cures? I.E. fund research for cures instead of treatments. It just came to me and kinda makes sense, no?
