Yamaha TY250A. How to I adjust the TDC timing?

It's the only possible reason it's not starting on anything but quick-start. check my previous question on everything I've tried.
 
If you have to use quick-start fluid, it must be too lean. Is the plug wet after you've kicked it over a few times? It is very unusual for the timing to go out.
You might have a blocked exhaust pipe. Try removing the pipe altogether and then starting it.
