Yamaha outboard runs rough?

I have a 2000 4 cycle / 4 cyl / 50 hp Yamaha outboard on a 21 foot pontoon boat. Lately it runs on 3 cyl until it reaches 2500 rpm's then the 4th cyl kicks in and runs smoothly. I have changed all 4 spark plugs but the problem still persists. Any help would be greatly appreciated. Thanks, David
