Xbox live messaging and chat.?

My xbox live gold ran out and so now I have silver. Why is it that it won't let me send messages on xboxlive.com but i'm able to on my actual xbox messaging??

I was also confused why it will let you do a private chat, but not a party chat. Why is this?
