Xbox live full 360 games?

DO i need to have xbox live to buy and download the full 360 games or do i just need the credit card info on that account? and can all the account on that xbox play the game or just that account?
 
i am unsure about the 1st part of your question so i will only answer the latter part. anything we have bought on live marketplace has been aces-sable by everyone who uses our xbox360. but i have heard some people say that certain things they have bought was only able to be used by one gamer-tag instead of everyone. but it was for a multiplayer where 2 tags wanted to play the same game at the same time.hope this was helpful.
