Xbox Live Arcade: Can more than one XBL Account play XBLA games?

If I bought a 1600 point card and downloaded some stuff (like Halo Reach Noble Map Pack and Castle Crashers) can my sister's account use them as well? Or does she have to ALSO buy a 1600 point card and pay for the same stuff?

I'm new at this...
