xbox controller flashing lights?

my xbox 360, wireless controller's batteries are new and the 4 lights in on the controller keep flashing. Yes, i changed batteries, i reconnected the controller to the 360, i restarted both the control and 360. nothing seems to stop it from doing that.

it could be that it's trying to get the signal to the xbox. thats what usually happens. is the xbox light flashign too? if so it's trying to find the signal. if not get a new one by returing it.

Ya my neighbours controllers used to do that but would never die.. I wouldn't worry about it.
