Xbox avatar rewards unlocked, but not accessible?

I unlocked avatar rewards from halo reach. When i go to customize my avatar, the item appears, but it has an exclamation(!) mark over it, and i cant equip it to my avatar. I am fully offline, have never went to xbox live. Please help me find a fix without having to do anything online. Thanks in advance
