Wound on cat's ear that won't heal?

My 12 yr old cat has a wound on his ear for over 6 months. He has been in doors for over 1 year- before that , he did go out, but only supervised( it was at night though- so not ruling out another cat- but very unlikely). Basically I don't know how he got this wound. So, I didn't take him to vet until about a month ago. She said she was very concerned. We've given him anti- biotic ( to clear up bateria which he did test + fir) but wound did not heal. Gave him steroid shot but no improvement in 2 weeks so didn't give another. Had a biopsy- tested - for Sacroma(?) cell cancer. Tested - for AIDS and leukemia. Vital signs good. No weight loss.
What is going on??? His immune system is not fighting it. It does occasionally bleed. His behavior is normal but cats don't show pain, so that doesn't help
 
If he is licking at the wound that may be causing it to take longer to heal. my in-laws just had their dog operated on and he was licking at the incesion so it would be close to healed and then get "fresh" again. You may have to have his ear clipped as the blood flow could have been severed and the skin won't rejoin. We rescued a cat with a tail in this sitation. The skin wouldn't grow back together so it was staying open and septic we had it removed right away as any infection can become serious and cause illness/death. and she was a perfectly happy little kitten even with the injury. So like you said they may act normal because they simply aren't good at showing pain.
