Would you say Hip-Hop is more of poetry than Music?

I definitely see it as a art form but to me it's really just basic poetry as opposed to music where the persons voice can actually produce melody, what do you guys think?
 
poetry IS music with a beat but only real music not all the garbage about swag and all that superficial stuff
