It depends on how well the author pulls it off. If the story is character driven (where the character changes emotionally, physically), then I would say first. If the story is plot driven (where the only thing that changes is the predicament the character is in, and the whole point of the story is the plot), then make it third.
That way, if the character is changing, we can enter their minds- and if the plot is thick with detail, we can see all sides of it.
