Would you mind explaining just what exactly is a "humane war" ?

Humane War !??? War is war. Civilians die, children die, families are ruined, lives are lost, puppies are heaved, women
are raped, people are tortured. What kind of a stupid phrase is this ?
 
"Humane war" is a term coined only by the victor. Btw, where did this term originate from anyways?
