Would You Like to See More Evenly Matched Matches?
The current system is top-4-centric and it uses some of the other countries as easy-to-pummel warm-up matches (in the countries football for example).
What about the following system :
The top 20 FIFA ranked countries in Europe play rounds 1-4 against one another in Pool A (each nation plays 4 others from its pool, 2 at home & 2 away); and the rest in Pool B.
Then rounds 5-8 are played as a Pool 1 (consisting of the top 12 from Pool A + the top 6 from Pool B), a Pool 2 (with the remaining 8 from A & the next 14 from B) and a Pool 3 (all non-top-20 from B).
Rounds 9-12 uses a ladder system: Round 9: A1vA2 (top tier match), A3vA4 (2nd tier), ... A17vB1, A18vB2, B3vB4, .... B22vC2, C3vC4,....
Round 6: Winner of top tier match v W 2nd tier; W 3rd tier v L 1st; W 4th v L 2nd; W5vL3; ....
Round 7: L1vW2 in match A; L2vW3 in match B; L3vW4 in match C; .... + W1v12-players-on team composed of the bottom 3;
Round 8: W1vWA for 1st, WBvLA for 3rd; WCvLB for 5th; .... ... ...
