Would you check my question about English expressions?

I am a student learning English.

I learned about how to/what to/ where to/ when to, etc.
For example, I don't know how to go there / when to go there / where to go / what to do.
According the book, "why to ~" is a wrong expression.
However, I can see a lot of expression like "why to be a nurse" or "why to recycle."
Are these expressions used only for titles or did the writer intentionally make a grammatical twist or something to get attention?
