No. The soldiers would be on the front line, would receive food and shelters LAST and would definitely die first.

Grunts would tend to get the short end of the stick in the short term; upper echelons of the service would tend to be in in safer spots.

As the crises developed, the 'keepers of the peace' would tend to be better protected, though still the target of unrest.

Nobody wins, of course...
