I would not call "government quality services" Service; the younger the staff the less quality of services is what I have had in recent experiences.
I was in the L.A. Superior Courts during the last 3 months, the court clerk was the most rude person I had to speak to, a clerk in the court house sheriff dept. is in her early 20's and gave me such bad information, it prolong my business by an additional 30 days, (I would have prefer if she would have said she did not know, than give bad info) and the guard in the front door, not a sheriff a guard was so busy talking that I had to wait til she paused long enough to ask for directions; heaven forbid that she stop talking.
