Would wind turbines do good in Southwest Virginia?

My brother needs a lot of support from the Southwest Virginia and the surrounding areas to have these put on top of our ridges.... Just wondering but do you think they will help our poor community? Well are just like 15 minutes away from the West Virginia line. (the Slums)
