Would Verizon reflash/program my Samsung delve?

I bought my delve outright. And didn't get ins on it. I killed it and bought one from ebay but it's US Cellular. Can the Flash/reprogram it to Verizon?
I tried online and called verison but they can't acctivate it. THe MEID is only 14 charactors instead of 15?
