I've been writing a constitution lately for no reason and I've begun drafting the process of passing the State Budget. What I propose is that the President of the Republic appoints the state Comptroller who heads the State Audit Office which edits and approves the State Budget. The Senate writes up a proposed budget and submits it to the SAO which can edit it at will and then approve it. In effect it gives entire control of the budget over to the President of the Republic.
Is this realistic?
The President appoints the Comptroller so the Comptroller is of the President's party.
