Would this mean this car had repair work done to it or was repainted?

I was looking at this black car at a dealership that I was interested in, I noticed this little black piece of tape on it. I didn't touch it or peel it off though. I told my friend about it and he told me that this would mean it had repair work done on it or was repainted. Is this true? Is there a way to find this out? Someone told me there is something called "carfax.com" to find out info like this. Any knowledge or info is greatly appreciated.
 
depends on what kind of tape and where it is.

if i saw some masking tape anywhere i would think repaint, if i saw a little piece of electrical (black vinyl) tape it would then depend on where its found.

is it possible that it was holding a FOR SALE sign up?

or possibly covering something?

if the car was still on the lot and its a used car i definitely would have peeled the tape back to see.
 
Carfax is great in some instances... but the only way Carfax will know about your car is if it was reported (most dealerships have to report stuff however if it was fixed by the person it wont be on there.. they run about $20 or so and It wouldnt be a bad investment. it will tell you who's owned the car since it came off the manufacturing line and what kind of service has been done to it in repair shop. I'm guessing most likely it was repainted I've never had tape on my car from having it repaired.
