Would this internship be considered 'work experience' or 'education'?

An internship is mandatory for the profession I choose to enter (after the completion of a BS). The internship is required prior to sitting in for the exam, which upon passing, you're registered/licensed to practice. On my resume for an entry level position, do I list this internship under 'work experience' or 'education'?

The only reason I'm confusing it with 'education' is because these internships actually have a tuition and it's mandatory before sitting in for the exam. But is it not 'work experience'?
